Ludovick Utouh signs Euro 3.5 million with Germans

The Controller and Audit General (CAG) of The United Republic of Tanzania
Mr. Ludovick Utouh has signed an agreement of Euro 3.5 million equivalents
to about 3.75 billion Tanzanian shillings between National Audit Office of
Tanzania (NAOT) and Country Director of Deutsche Gesellschaft fü
Internationale Zusammenarbeit (GIZ) Regine Qualmann from Germany for
developmental activities in Tanzania.

The signing ceremony was done recently this week in the National Audit
Office of Tanzania headquarters’ conference hall in Dar es Salaam where he
said this agreement has just come at the right time.

“Personally, I view this agreement to be extremely crucial to the future
development of Tanzania and the importance of this agreement strengthens
the existing relationship between Tanzania and Germany for the development
of their people through NAOT and GIZ as mediators”, Said Utouh.

He identified the four areas which the government of Federal Republic of
Germany through GIZ will support the National Audit Office of Tanzania as;
the quality of performance audit conducted in local government authorities
and regional administrative secretariats in order to meet international
standards, the relationship with the external stakeholders and
parliamentary oversight committee.

Others are The Internal National Audit Office (NAOT) procedures as a
crucial area where gender strategy, monitoring and evaluation for
strategic, planning, quality standard manual and human recourses
development.

“The agreement has come at a time when our office is facing the challenge
in the area identified in Tanzania. The office has very important role of
giving assurance that the public resources have been wisely spent and that
the value for money has been established”, Said Utouh.

No doubt in and out of Tanzania the NAOT has greatly contributed in
substantial improvements in the country\’s financial management system. This
is where the office has played a great role in enhancing accountability,
transparency and cost effectiveness in the country’s public sector.

On the other side, the Country Director of GIZ in Tanzania Dr. Regine
Qualmann said that Deutsche Gesellschaft fü Internationale Zusammenarbeit
(GIZ) will increase maximum cooperation with NAOT in order to assure and
strengthen the relationship existed between the two countries.

The signing ceremony was attended by Members of Parliament from Federal
Republic of Germany, representatives from GIZ and Members of Management of
NAOT. These witnesses expects NAOT to improve performance in fulfilling its
role as a Supreme Audit Institutions effectively both at local and national
level.

GIZ works worldwide where in Africa it works in Egypt, Kenya, Mali,
Mozambique, South Africa, Zambia and Tanzania in particular.
