Qatar Reaffirms Commitment to Africa’s “Silencing the Guns” Initiative
Qatar has reiterated its unwavering support for the “Silencing the Guns in Africa” initiative, lauding advancements in counter-terrorism measures and endorsing the African Union’s strategic framework to combat terrorism. This commitment reflects Qatar’s broader dedication to addressing security challenges across Africa and globally.
The statement was delivered by Her Excellency Sheikha Alya Ahmed bin Saif Al-Thani, Qatar’s Permanent Representative to the United Nations, during a UN Security Council briefing on African-led counter-terrorism efforts. The session emphasized the importance of African leadership in implementing counter-terrorism strategies.
Addressing Root Causes of Conflict
HE Sheikha Alya highlighted the intrinsic link between conflict and terrorism, stressing Qatar’s focus on preventive measures to tackle the root causes of instability. She noted that Qatar’s humanitarian and development aid in Africa spans critical areas, including education, food security, employment, infrastructure, and disaster recovery.
Her Excellency also underscored how terrorist groups exploit instability, often aligning with criminal networks, and called for comprehensive approaches that address both security and development challenges.
Prioritizing Development and Good Governance
Qatar emphasized the need for inclusive development as a solution to terrorism and violent extremism. HE Sheikha Alya advocated for prioritizing poverty reduction, combating marginalization, and addressing economic and social discrimination. Key focus areas include:
- Promoting inclusive economic growth.
- Expanding access to education and employment opportunities.
- Strengthening healthcare systems.
- Upholding the rule of law and good governance.
She underscored the urgency of implementing Africa’s Agenda 2063 and the UN’s 2030 Sustainable Development Goals as part of this broader effort.
Supporting African Leadership in Counter-Terrorism
HE Sheikha Alya reaffirmed Qatar’s belief that African solutions, driven by African leadership, are vital to addressing the continent’s terrorism challenges. She acknowledged the African Union’s ongoing initiatives and called for bolstering local capacities through international support tailored to Africa’s priorities.
Qatar’s commitment to these efforts is evident in its partnerships with African nations and international organizations. Notably, Qatar played an active role in the African Union’s high-level counter-terrorism meeting in Abuja in April, offering financial and logistical support.
Global Partnerships and Contributions
Through its partnership with the UN Office of Counter-Terrorism, Qatar has emerged as a leading donor, contributing 37% of the office’s total pledges since its inception. These funds are directed toward capacity-building programs and technical assistance for African nations.
Additionally, Qatar supports the UN’s peacebuilding initiatives in Africa. Over the past two years, the nation has contributed to the Peacebuilding Fund and participated in the UN Peacebuilding Commission, reinforcing its commitment to sustainable peace and development.
By championing African-led solutions and providing resources to counter terrorism, Qatar remains a steadfast ally in fostering peace, stability, and development across the continent.
